It greatly depends on what fish you are catching. If you are looking for trout than a light action spinning rod with 2-8 lb test mono or fluorocarbon would be perfect for trolling on a small lake or float fishing on a stream. As for sun fish I am not to sure. Good Luck!
References :
Zebco 22 spincast combo comes with a bunch of tackle and a few hooks & sinkers. Larger than the 11 (Pan-fish sized, I don't think a beginner wants to go "strictly" Pan-fishing!), but smaller than the 33 (sized for medium-sized fish like Bass, Catfish, Carp, & Walleye.) So you should do good with the combo.

You may also want to pick up some #6 & #8 Baitholder hooks, some small split shot removable sinkers, a pack or two of plastic or weighted floats, and a spool of 6-lb. Trilene XL Smooth Casting.

The line is to replace the already line on your reel. The line on your reel is old and probably has high memory (loops up easily) and if say, it's 6-lb. test it's as weak as 4-lb. by now.

Just find shallow, 1-4' cover and cast your bobber, small split shot, hook, and earthworm near it. This is a good way to catch Bass, Crappie, Bluegill, & Sunfish. Which are all fun to catch.
References :
Everything you need to know is here.

http://www.takemefishing.org/fishing/fishopedia/how-to-fish

I would get a nice combo rod and reel. Zebco makes a really nice combo with the a 33 reel and rod set. Its very a very nice rod and reel. I would recommend the 202's but they have gone to the chinese to say.

Here is the 33 combo page:

I would go with a medium light spinning rod with 6 lb fire line. With the fire line it increases your sensitivity and casting distance. Set your drag accordingly and go for it. Enjoy.
References :
I don't think you can find all that for under $1500. Either add more to your budget or remove some of your criteria to bring it under $1500.
